RSVP on Meetup. Any kind of bike is fine. Most members are Japanese; the group says foreigners are welcome and it is always happy to meet new people.

Tokyo Night Pedal Cruising (NPC) is a social group ride in Tokyo, Japan. It rolls third Saturday of the month at 5:30 pm local time from United Nations University.
A monthly evening ride through Tokyo at an easy pace, on any kind of bike. Each ride has a theme: a six-park loop, a fireworks ride, an all-night lap of the Yamanote line in August. A good first social ride for a visitor who wants the city at night.
